Standards for leading municipalities and towns of the Western Balkans
- Introduce environmental matters as an integral part of the process of creation and implementation of economic, social and development policies and plans;
- Capacitate municipal and town authorities to implement environmental laws;
- Increase and spend for specific purpose the funds allocated for the environment from towns and municipalities’ budgets;
- Establish a special local fund for environment;
- Initiate and implement activities from the Local Environmental Action Plan and the Local Sustainable Development Strategy;
- Involve the public in a timely and effective manner into the processes of decision-making related to the environment;
- Encourage green building construction (power-saving buildings...);
- Encourage green public procurements 1and green administration principles
- Create an ambient to start up green businesses2;
- Establish closer cooperation and partnership with the civil sector and other stakeholders;
- Create action plans: Local Environmental Security and Local Plan for Prevention of and Adaptation to Climate Changes;
- Support citizens’ green initiatives of a common interest;
- Support NGOs primarily engaged in the environmental matters and nominate person to relate with NGOs.
- Continuous education of nominated and selected persons in the field of sustainable development and environment through the regional BELLS Academy;
- Create leaders of the future – leaders of sustainable development;
- Award annual rewards to the leaders of sustainable development according to the BELLS standards;
- Increase regional and cross-border cooperation.
